PRESS RELEASE
For Immediate Release: June 29, 2026
PROVIDENCE, RI – Rhode Island Infrastructure Bank, the state’s central hub for financing infrastructure improvements for municipalities, businesses, and homeowners, has closed on two Drinking Water State Revolving Fund (DWSRF) loans totaling $290,790. Both loans feature 100% principal forgiveness, effectively acting as grants to support critical resiliency and safety projects at the Greene School in West Greenwich and the Clear River Electric & Water District in Burrillville.
“Whether it is a local school campus or a small water district, ensuring continuous access to safe drinking water requires proactive infrastructure investments,” said William Fazioli, Executive Director of the Rhode Island Infrastructure Bank. “We are pleased to provide these fully-forgiven Drinking Water State Revolving Fund loans to the Greene School and the Clear River Electric & Water District. By leveraging our specialized School and Small System subsidies, we are delivering needed upgrades—from emergency backup power to advanced lead service line mapping—at zero cost to these systems and the communities they serve.”
Greene School Backup Generators – $190,790
DWSRF funding will finance the installation of two standby generators to provide backup power to two separate drinking water systems located on the school’s campus. By supplying emergency power to the well pumps serving each system, the generators will allow the campus to maintain water pressure, protect the continuity of drinking water service, and ensure safe drinking water remains available during power outages and emergency conditions.
The Clear River Electric & Water District Service Line Inspection – $100,000
DWSRF funding will be used to conduct field inspections of approximately 1,300 service lines using innovative SWORDFISH technology to identify and collect data on service line materials, with a specific goal of identifying lead service lines. Results will help the utility better understand service line conditions and inform future infrastructure planning and district-wide replacement activities.
