Summary of Rulemaking Action:
The Ocean State Climate Adaptation and Resilience Fund (“OSCAR”) will provide funding for adaptation and resilience projects on public lands. Grants from OSCAR will help to advance projects that protect or enhance coastal or riverine habitats to address climate change impacts. Rhode Island Infrastructure Bank (“Bank”), Rhode Island Coastal Resources Management Council (“Council”), and Rhode Island Department of Environmental Management (“Department”) jointly promulgate these regulations.

Public Hearing: A public hearing, in accordance with R.I. Gen. Laws § 42-35-2.5, to consider the proposed adoption shall be held at which time and place all persons interested therein will be heard. This hearing is subject to R.I. Gen. Laws Chapter 42-46, Open Meetings.
