RFP – Stormwater Project Identification and Realization (SPIRe) Consultant Services

The Rhode Island Infrastructure Bank (the “Bank”) is soliciting proposals for a qualified firm(s) to provide technical services to assist the Bank with the management of the Stormwater Project Identification and Realization (SPIRe) program and progress municipal stormwater management projects. The SPIRe program is the initiative through which the Bank identifies projects for funding for Sewer Overflow and Stormwater Reuse Municipal Grant (OSG) subawards to RI municipalities. The Bank will be seeking assistance soliciting and scoring stormwater projects into a SPIRe Project Priority List (PPL), advancing selected projects on the PPL to conceptual design, and finalizing OSG subawards to municipalities. FFY25 & FFY26 OSG funding is expected to be awarded to the Bank in fall 2026 with the goal of municipal OSG subawards being made by the summer of 2027.
