Rhode Island Infrastructure Bank Announces Keynote Speakers for its 2nd Annual Summit

PROVIDENCE, RI – Rhode Island Infrastructure Bank (Infrastructure Bank) today announced their keynote speakers for the second annual Rhode Island Infrastructure Summit on Monday, September 17, 2018. 


Armand E. Sabitoni, General Secretary-Treasurer & New England Regional Manager of the Laborers' International Union of North America, and Alan Rubin, Principal at Blank Rome Government Relations LLC, a nationally-recognized expert and advisor in natural and manmade disaster recovery, will address policymakers and private sector experts on Rhode Island’s infrastructure and the opportunities and challenges it presents for economic development in the State.


“Every great civilization is measured by their capacity to construct, maintain and upgrade their infrastructure in keeping with the latest available technology,” said Armand E. Sabitoni. “Our infrastructure is the framework on which we build our society and our economy. It is essential for us to find the capacity to sustain continual improvements to the fundamental facilities and systems Rhode Islanders rely upon.”  


He continued, “I fully support Governor Raimondo’s efforts to transform and nurture the Rhode Island Infrastructure Bank. Developing innovative ways to finance infrastructure improvements is certainly a key factor in building our economic capacity, creating jobs that support families and keeping our natural resources pristine for future generations.”


“Infrastructure across the country is key to our country’s economic future and is essential to our efforts to be prepared for the realities of climate change,” said Alan Rubin. “The current condition of that infrastructure calls for historic levels of investment.”


“Rhode Island Infrastructure Bank is assisting municipalities, businesses and homeowners access the capital they need to make investments today and avoid costly consequences long-term,” added Rubin.


Armand E. Sabitoni is a second-generation laborer, who worked his way from general construction laborer to one of the highest offices of the Laborers' International Union of North America (LIUNA). Mr. Sabitoni has led the union's effort to strengthen Laborers’ training programs, nationally recognized as one of the best adult education programs. Under his leadership, LIUNA is instituting apprenticeship and training programs designed to advance laborers’ careers and increasingly meet the needs of the industry. In addition to enhancing training for laborers, Mr. Sabitoni spearheaded the founding of the union's first construction charter school for high school students in Cranston, Rhode Island. He chairs numerous regional and national boards and commissions. Mr. Sabitoni is a graduate of the New England School of Law in Boston.


Alan Rubin is a principal at Blank Rome Government Relations LLC. He has over 30 years of experience serving as a strategic government relations professional. Mr. Rubin provides advisory services to a wide range of clients in a variety of industries, notably in the banking and finance industries, at the state and federal levels of government while focusing on municipal finance and green bond initiatives. He has also worked for clients in the sports, entertainment, national security, defense and technology sectors. Mr. Rubin is a member of the National Association of Installation Developers and the Association of Economic Advisors. He earned his Bachelor’s degree from the University of Miami.
