David A. Birkins Named COO Rhode Island Infrastructure Bank
PROVIDENCE, RI – Jeffrey R. Diehl, Executive Director and Chief Executive Officer of Providence-based Rhode Island Infrastructure Bank (Bank), today announced that David A. Birkins has been named Chief Operating Officer.
In this newly created role, Birkins will work closely with Diehl on the Bank’s overall strategy and execution. As Diehl noted, “The significant expansion of the Bank’s mission to include financing for a range of environmentally friendly infrastructure projects – augmenting its highly successful clean water and drinking water programs – necessitated the creation of the new position.” Diehl added, “I am delighted to have David join our growing team at the Bank as his diverse background in finance, operations, and technology makes him an ideal fit for ensuring that our expanded program mandate is executed efficiently and effectively.”
“I’m excited to work closely with Jeff and the rest of the team on modernizing the operations of the business and executing its new program mandates,” said Birkins, a three-decade veteran in financial services. “Part in parcel to both is the broader effort to transition to a more customer-centric business model including, among other things, streamlining the mobilization of capital through multiple programs to meet our customers’ varied needs. This is a particularly exciting time for the Bank as policy makers are realizing that infrastructure investments are a key driver of economic development. I am absolutely thrilled to be a part of it,” Birkins added.
Birkins will oversee financial and business operations including human resources, technology, and compliance. Birkins was most recently Executive Managing Director of The NBS Group, a boutique bank consulting firm. Past roles include Chief Operating Officer and Chief Financial Officer of two fintech insurance companies. Birkins also served in various capacities within community banking including serving as Chief Operating Officer and Chief Financial Officer of Claremont Savings Bank and Union Savings Bank, respectively. Birkins is a graduate of the University of Connecticut where he majored in economics and finance.
